While enabling systems to interact is important, the design of these interactions should be guided by a set of fundamental principles. Adherence to these 9 principles, illustrated in Figure , will ensure that efforts to share data and open up systems improve the delivery of digital services and offer greater value to the people of Cambodia.

With the foundational principles established, the first phase in the service delivery lifecyle is to create the non-technical groundwork for interoperability. This involves establishing clear governance, aligning business processes, and formalizing agreements between cooperating agencies.
📄️ Design and Specification
Following the organizational planning, the design phase begins by creating the technical blueprint for interoperable services. This phase covers the high-level conceptual model, the specific definitions for data exchange, and the underlying technical architecture.
📄️ Implementation and Deployment
With a clear plan and a solid design in place, this chapter focuses on the practical act of building and launching interoperable services, emphasizing the reuse of existing assets and adherence to established guidelines.
📄️ Operation and Evolution
The final phase of the lifecycle addresses the long-term success and maintenance of the digital ecosystem. This involves continuously assessing the performance of services and ensuring that valuable information is preserved for the future.
📄️ Open Standards
Open standards and open source are both crucial for achieving system interoperability, but they serve distinct roles. Open standards are publicly available specifications that ensure different systems and technologies can work together seamlessly, promoting compatibility and preventing vendor lock-in. They are developed collaboratively and are free from licensing fees, making them widely adoptable across various platforms.
